The December 2016 monthly meeting of the Central New York Region of the Sports Car Club of America was called to order at 7:09PM, Wednesday, December 14, 2016 at the American Legion in Liverpool, NY by Regional Executive Ed Leubner. Thirteen people were in attendance.

Ed welcomed new meeting attendees Jim Wallace, Ben Burtis, and Sasha Whaley and welcomed back long-time member Chris Whaley.

Scott Newton made a motion to accept the minutes of the November meeting. The motion was seconded by Paul Grover and approved by unanimous voice vote.

Regional Executive's Report
Ed announced that Earl Hurlbut of the Finger Lakes Region was elected to the SCCA Board of Directors representing Area 10 on November 15th. In addition to CNY and FLR, Area 10 also includes the Glen, Mo-Hud, SNY, and WNY Regions. Regular meeting attendees will recall that Earl visited us at our October meeting along with out-going Area 10 Director and Board Chair John Walsh.

The 2017 SCCA National Convention will be held January 19-21 at South Point Hotel and Casino in Las Vegas, Nevada. Details are on the national website.

Assistant Regional Executive's Report
Ed said that he received a message from A.R.E. Mark Bizzozero that he unfortunately would not able to attend this month's meeting and had nothing to report.

Treasurer's Report
Treasurer Jay Cartini submitted a report (attached to e-mail) showing a November 1st opening balance of $12,061.06. Monthly income of $0.00 and expenses of $85.38 resulted in a November 30th closing balance of $11,975.68. Jay noted that the solo audits had been submitted electronically and that due to a glitch in the national system, invoices had not be submitted to the proper address, so he had not yet received them. RallyCross audits have not been submitted. Once Jay gets the invoices he will pay them.

Secretary's Report
Secretary Pro Tem Mark Mangicaro had no report.

Activities Report
Activities Chair Ted Barbuto announced that cost for our annual banquet at Borios on January 29th will be $23.50 per plate, plus $75.00 for the bartender, plus gratuity. The menu includes assorted cheeses with crackers, fresh fruit bowl, assorted vegetables with ranch dip, pizza strips and Caesars salad for appetizers. Riggie's with vodka sauce and penne w/broccoli in garlic butter, Jack Daniels chicken, chilled shrimp, and sliced roast beef a jus for main courses. Soda, coffee and cash bar for beverages. After discussing pricing options for a few minutes a motion was made by Rex Franklin that the cost per attendee should be $25.00 per person and $40.00 per couple with no charge for children of attendees aged 16 and under who accompany them. The motion was seconded by Mike Donofrio and passed unanimously.

The Annual SADA Auto Expo will be held February 16-19, 2017 in the OnCenter. As usual we will not be having a January meeting; our February meeting will be one week before the show starts so let's all be thinking now about how we can help staff our booth. Please take a moment to mark your calendar now.

Solo Report
Solo Chair Scott Newton reported that we have secured a new site for solo activities! Scott and Paul Grover worked together to gain access to the EVOC in Fulton for a $500 per event fee. Although the DEC does occasionally use the site, we anticipate it will be available to us on most Saturdays and Sundays. Scott anticipates scheduling 5 events at EVOC for 2017 in addition to 2 events at CCC-Fulton, 1 event a CVMP and 1 out-of-region event in the Rochester area with FLR.

On November 19th Rex Franklin, Paul Grover, Mark Mangicaro, and Scott Newton began organizing the solo trailer and for the first time you can actually walk through it and access things. Rex is planning to continue organizational work on the trailer this weekend (Dec 18-19) and we WILL have it completely organized by the end of our pre-season organizational meeting in the spring.

RallyCross Report
RallyCross Chair James Quattro was unable to attend the meeting. R.E. Leubner noted that we did have a RallyCorss event December 11th where the 2016 Season Championship was determined. Congratulations to Ricky Ottman!


Flagging and Communications Report
Mick Levy reported that the first Friday in April (April 7th) will be the Green Grand Prix in 2017 at WGI. Opening Weekend will be April 8-9. Dress warm.


Racing Report
No Report.

Membership Report
R.E. Leubner reported that National is promising more resources for retention and recruiting.

Old Business
R.E. Leubner reported that the cost to buy 200 pre-printed post cards for our proposed bylaws changes will be approximately $27. We have 174 members, 16 of whom live in Canada. Postage should be approximately $75-$80. A motion was made by Rex Franklin to buy the postcards and postage. The motion was seconded by Scott Newton and passed unanimously.

New Business
The position of secretary was left open at the time of our annual officers nominations last meeting. Life member Chris Whaley has expressed an interest in the position. Ed Leubner made a motion to appoint Chris Whaley secretary. The motion was seconded by Mark Mangicaro and passed unanimously.

The winner of the 50/50 raffle was Jay Cartini. Jay took home the princely sum of $9.

At 8:07PM a motion was made by Rex Franklin to adjourn the meeting. The motion was seconded by Mike Donofrio and passed unanimously.

There will not be a regular January meeting. Our annual banquet will be January 29th at Borio's in Cicero. Our next regular meeting will be held Wednesday, February 8, 2017 at the American Legion in Liverpool at 7:00PM.
